Snotty Bud Smokey Cat calls Skeller a "Gargoyle" because Nobody understands how Skeller can transfer between time and space and different dimensions. Snotty Bud doesn't like it because he likes control over his streets.
Therefore you have to understand Snotty Bud and his very protective nature through natural things misunderstood.
LatchKey is probably the only friend Skeller has and only Skeller can allow LatchKey to travel with him through the dimensions. Nobody else cares.

Latchkey loves Skeller because LatchKey is the "Observer" a fly on the wall with a permanent smile that leaves little blotter traces as he moves about.
Snotty Bud's most reliant friend is tRiPtRaP AKA "High Cat." He loves adventure. Rumor on the streets is that he as 9 times 9 lives because somehow his energy is stronger than life itself.

tRiPtRaP, defines the curiosity in the cat but amuses everyone in the Universe how the curiosity never seems to kill This Cat.
Together Snotty and tRiPtRaP "Trip" or HIGHCAT whatever name makes sense... they learn about the area.
So all have to ask Snotty what is going on in the hood.
At the same time, they all know they can only find Snotty when he wants to be found and when found. Snotty set's the stage with tRiPtRaP so all who wants to know, knows to be weary. Everybody in the game relies on Snotty and tRiPtRaP's information and they all know the information is convoluted.
Something to work with for them I guess. Snotty Owns the zone and is known as "the Connect."
ohhh... I forgot to mention. Snotty Bud's human nemesis is a girl he calls "5 Carrot Organic Bitch"
Her name is Karend... She hates what she calls the "dirty old sick ally bum cat."
She grows carrots outside of her 3rd story ally facing apartment and only takes out her frustration on Snotty and tRiPtRaP... they laugh because they have a lot more on their mind. Theystart screaming and running wild with all the other crazy strays just to annoy her for fun.
The boredom is because they are waiting on "the HitchHiker" a reliable and trusty source for Snotty's operations. He is late because of the "incident."
